Wow! Cosplay eh? I love that people do that, it's why I take a camera to thees things. I'm like taking the pics, and the cos players like posing. this is the Penny Arcade Convention - Basically it started as fans of the Penny Arcade Web comic ( http://www.penny-arcade.com ) getting together to play games. with the Demise of E3 it gained popularity with the game companies, and has grown till this year 75,000 Tickets sold out for the event. It fills the convention center now.
BYOC stands for Bring your own computer. where you hook into a big +1000 person LAN and play games while your here.
